Just like dispensary flower, cannabis companies can legally sell high THCa flower, which is testing very high in THCa, as long as the product is testing less than 0.3% Delta-9 THC (THC) by the dry weight of the product. Cannabis flower is naturally already testing at high levels of THC. It's only when THCa goes through heat conversion (for example smoking or vaporizing) that THCa converts into Delta-9 THC (THC). It's simply a legal loophole in the law in the 2018 farm bill. THCa flower and flower found in cannabis dispensaries are the same exact product.
